If I lost my phone and got a new phone is it possible for someone to use the old phone without me knowing if they know my info? How can I be sure? I don't see it listed on my devices...but I am concerned that it may be used. If so can they read text messages, see account history, etc?

Did you have a passcode set on it?
If so, they would need to know your passcode.
If you don't see it listed in your devices at https://icloud.com/find then Find My is not active on the device, meaning it's not activation locked and could be erased and used by whoever has it unless your carrier has blacklisted it.
