It is a phishing message and is not from Apple. Ignore it. You know your AppleID is clearly not locked since you just used it to login here and post this message.
If that’s really a phishing message, that’s a quite good effort...
Is this iPhone possibly a managed device? Schools and businesses can use a device manager package. If this iPhone is managed, it’ll usually have one or more profiles installed. Settings > General > Profiles will show those, if they exist here. If so, check with the IT folks managing your device, and confirm this prompt with them.
Do you use Exchange Server for your organization or school or business mail?
I’d probably change the passcode, but would use Settings to do it.
Yes but I put my password and change another how it’s happen ??? How I was know it’s not from Apple ???
How I need fix now this problem ? Its happen again you can see by time ?

No it’s not business it’s only one iPhone
Do you have any configuration profiles loaded?
Do you use Exchange for mail?
Does the message go away if you change the passcode in iPhone Settings?
Are there any other uses of or any other users of your Apple ID, other than this iPhone?
Your iPhone is or is not jailbroken?
