Clear pending Xcode (that was removed) update from App Store on Mojave?

I'm running Mojave 10.14.6 on a Macbook Pro, used to have XCode installed, removed it as well as the simulators, caches, Xcode stuff in various places in ~/Library/, and rebooted, but App Store insists on a massive 8gb+ Pending update for XCode.

Is there a way to refresh the App Store so it knows XCode has been removed?

Right now when I start downloading System Updates the Xcode update also begins downloading, hogging my bandwidth. Frustrating.

You have to let the download complete. Then you can delete it.
