if you delete a message from your iPad, does it delete from your iPhone as well?

Hello,

If Messages for iCloud is enabled then if a message is deleted on one device then it will be deleted on the other devices.

Settings > [your name] > iCloud > Messages

So on the iPad do I need to turn iMessage off?

Hello,

You will need to disable iMessage for iCloud. You can still keep iMessage enabled if you would like to continue using iMessage on your iPad.
