New 16" MacBook fails to remember screen arrangement

Using dual screens fed via a "Startech TB32HD24K60 Thunderbolt 3 to Dual HDMI Adapter - 4K 60Hz - Mac and Windows Compatible" as it says on the tin. Works fine and you set up the arrangement in system preferences only for it to forget it every time I reconnect. Why cannot it not remember? Tried a cable swap to no avail, it's clearly a software issue! Update to Catalina 10.15.3 made no difference.

Perhaps you might ask StarTech's tech support about their product. It may be a software issue but not clearly. For it to be a macOS problem, first you need to disconnect all third-party peripherals, then erase the drive and install the current version of macOS. Test the StarTech device to determine if it now works. If it does not work, then you need to find a different product to test. If it doesn't work, then the problem is likely in macOS.
