Reminders, calanders, suddenly grey/waiting

I have two iPhones. Both synced to the same library. Suddenly I notice on one the reminders, calandras, and weather apps are grey and say waiting. This doesn’t coincide with restoring a device from backup and downloading numerous apps at once. This is sudden on two devices that previously showed these apps functioning. I did a reboot and hard restart. Nothing. Haven’t tried signing in/out of iCloud.

many suggestions? This happen to other people?
