iPhone 11 won't reboot / switch off

Hello

My daughter's iPhone 11 won't switch off and cannot be force shut down

a frozen snapchat is constantly displayed. we can activate Siri and can display the swipe down menu options and notifications appear

But snapchat won't close and the phone will not restart or shutdown
