Safe Boot from the HD, (holding Shift key down at startup), does the problem occur in Safe Mode?
currently running 10.15.2. have tried several times to update. mac goes through the restart process, but, nothing happens with the update. system pref. is still telling me "update available"

I'm having the same issue. I can't install the macOS Catalina 10.15.3 update. I click "install now", then it immediately says "to update, you must restart your Mac." When I restart, I still get a notification that an update exists and it takes me through the same exact process described above. I'm plugged into power, have waited for it to install overnight multiple days, but same thing.
Download and apply the macOS Catalina 10.15.3 Combo Update.
Same problem here, very stubborn. I have Catalina 10.15.1 (19B88), running on MacBook Air (13-inch, 2017). First tried to update straight to 10.15.3. After downloading and preparing the install, and after restarting, nothing changes. Repeated several times. Didn't matter whether I followed the normal procedure through System Preferences or if I downloaded the dmg directly from https://support.apple.com/downloads/macos. Safe Mode also didn't help. I definitely have enough disk space. Then I tried first updating to 10.15.2 before attempting 10.15.3. But I get the exact same behavior with the 10.15.2 update: install package prepares itself and then asks for restart, to no effect. Wasted all morning on this. Any ideas?
Sorry, but that is just not enough information in order for us to be able to assist you with a potential solution.
It may be possible that your Mac's internal drive may have some corrupted files. I suggest booting up in Recovery Mode, and then, use Disk Utility's First Aid to perform any needed repairs ... and then, try the upgrade again.
This link works so thanks for posting. The update takes 9 GB so I only had about 5 GB left so that is why it never installed automatically. I delete a pile of junk and installed it from Old Toad's link. Thanks!
That's literally all the information there is. We are on Mac OS, current less this problematic update that simply will not install. Red notification badge on System Preferences icon. Clicks to install update. Computer restarts. Same badge and same update appear. Try again, then again. Take #4. Take #5. I've probably tried six times or more and it just won't install.
Please help.
@RichSnider Use the link from this thread by OldToad. You are currently in an endless loop like I was. I did not have enough memory available, so when I used the link, it gave me a memory warning, I deleted some junk, then continued with the install (from the link above).
Then you should offload files to an external HD and are up enough room to install and run properly. It's generally recommended to maintain a minimum ofd 15 GB of free space, more if possible, for optimal system and application performance.
This update will not warn you that you do not have enough physical space on the system. It will keep in an endless loop. Free yourself up about 10GB of storage space, then try again. You can use the link posted by Old Toad on page 1 of this discussion. That is what worked for me. I had to eliminate some junk from my hard drive before it could install.
I had the same problem with 10.15.3 as I did with 10.15.2. For some ridiculous reason which makes absolutely no sense to me at all, the update will only install properly if I download it over an iOS device acting as a hotspot. I have a 2018 Mac Mini, I've seen iMac Pro users report the exact same problem and solution. I think the T2 chip is to blame.
This is actually a really helpful suggestion.
It 'looks like' the online updater in the MacOS is not reporting errors correctly - so it fails and keeps failing without reporting the error. Hence the cyclic update - restart - update - etc.
So I downloaded the 10.15.3 update combo pack as recommended.
When run (in my case) - it failed - but reported an error.
This seems to be a big update, or certainly the combo pack is and it was failing on my laptop with "Insufficient Disk Space" error.
When I cleared space - it took quite a while to run and I think download some additional files.
BUT - the update completed successfully after the restart!

This update to 10.15.3 requires at least 12.5 GB of available storage, so if you don't have that you'll get stuck in the circle of restart-update-restart-update. I had this issue and once I moved things to an external drive and had enough space, it worked. You can view your available storage from the apple logo top left, system preferences storage.
