iPhone calls often go to voicemail if iwatch is active

My iPhone 11 calls go directly to Voice mail much of the time. I have worked w AppleCare & Verizon Sr. techs who cannot solve the issue. Apple says all my settings are correct - do not disturbisnot on; np call blocking; even turn off call forwarding option. Today I turned off my Iphone and calls went to my iWatch; then iI switched: set the iWatch to airplane mode and turned on the iPhone, and bingo! it rang correctly.

Is there a known bug with the phone/watch combination??

If you have an Apple Watch and it is paired to your iPhone, then when the iPhone is locked, notifications go to the Watch. See this for an explanation of notifications with the iPhone and Apple Watch. Notifications on your Apple Watch - Apple Support

In addition to that, have you checked the settings for notification on the Watch app on the iPhone? Make sure that sound and/or vibration are set. Do you experience any other notification issues with the Watch? Do you see where you have to unlock the Watch when you are wearing it?

That would be fine if my watch showed the incoming call, it does not. So I have no notice that I just received a call, until I check my voicemail.

I wasn't asking about blocking, there is a new switch that sends calls from unknown numbers directly to voicemail, you won't hear them on your Watch or iPhone.

Most of the calls that I missing are from known numbers. My children, and my doctor.
