I am able to see all my friends under people. I am also able to find my phone under devices. But my location is not under maps (me) and my little blue dot doesn't show up.
Everyone else can see my location fine.

Make sure your location is enabled.
Settings > Privacy > Location Services: ON > Find My > While Using the App

FWIW, my wife’s iPhone 8 running iOS 13.3.1
She had the same problem as described by the original poster. In her case she had to select the “Devices” tab and enable her location. Bam!
