If I understand correctly, you seem to be connected to your Wi-Fi router, but you’re unable to connect to the Internet, while on your iPhone in your basement. Is that right? I believe I have a few resources that can help.
Does this seem to occur while being connected to any other Wi-Fi network?
Have you tried restarting your iPhone, and checking for any application updates?

This includes resetting your network settings, and restarting your router to test the issue.
