I cannot end a call or shut the phone off. What do I do?

I went into settings and scrolled all the way down and I was able to shut the phone off. I was connected to wi fi and was able to turn phone on.
I have a iPhone XR I made a call which was not answered. I cannot end the call and I cannot shutoff the phone. What do I do?
