My photos are in the "Other" Cache storage, how can i get my photos back?

Recently, I have seen that my "other" settings was deflating and it was slowly losing whatever was storing in it's cache. but then i see that most of my photos have been cut in half and i realize all of my photos got in there! How did that even happen? And why is it all my cache taking in my photos and is it possible to claim my photos back? what can i do to stop this problem.

My current iOS software is 13.3.1 and my device is an Iphone 8 plus.

I've had a similar problem with an iPhone 6S before and it sent all of my messages into the "other" storage.

I'm very concern because i have some very important photos/videos that was deleted out of nowhere unexpectedly and I really want them all back. It's really crucial to me and i have nowhere to inquire about this request.

iPhone 8 Plus, iOS 13
