issue with logging into apple tv with child account

I’ve created an Apple Child Account but every time I try to log in on an Apple TV it gives me a message to go to the Apple Support website.

Apple TV does not let me sign on because it says I have too many devices linked to my Apple ID, but I only have 4 devices come up when I check in my settings. What am I doing wrong?
