Using the latest IOS (13?), I see no font size control, and the book is completely unreadable. What's up with that? iPhone 6S Plus.

You see no font size as very likely your book is in PDF format. Check if the book you wish to read comes in ePub format instead.
Sorry, I don't see any with such title in Apple's Book Store. Can you post URL link to the book in the Book Store? Open Books app and find the book in questions under 'Library' tab, then tap on "…" (3 dots) button and choose "Copy"; for books purchased in Book Store, this would copy URL address; if book is from other sources, this would copy book title only.
The book was reissued on a new template and works now. It was using iBooks Author with a fixed template. Gak.
Then it would seem like a problem with the way the book was made. Contact the publisher.
Also you can ask for refund if unreadable.

The book is labeled “Made for Books” and is an Apple format epub.

I think the problem was the use of a fixed template in iBooks Author, which apparently does not allow one to switch templates
