A German input source with your keyboard shortcut will produce the right, double smart quote that you exhibit. On the ABC - Extended, U.S. English, or U.S. International - P.C. input sources, your keyboard shortcut will produce a euro € symbol. On a British English input source, it will produce a trade mark ™ symbol.

For your given input source, you can launch the Keyboard viewer and see what character your keyboard shortcut will trigger. In System Preferences : Keyboard panel, select Show keyboard and emoji viewers in the menu bar. This will appear adjacent to the date in the menu bar.

If you goal was to type one of the available Monkey emoji, then in the application where you want to insert that emoji, press control+command+Spacebar, and search for monkey in the character viewer. There will be six shown. Double-click the symbol and it will be inserted in the current application text input.
