Maybe you have an ad blocker running.
Maybe you are running a third party app that claims to protect.
Maybe you are using a proxy or VPN.

MacBook Pro 15", macOS 10.13 (purchased end of 2011)
Safari Version 13.0.1 (13608.2.11.1.10
This is on all sites including ebay. I'm not aware of any ad blockers etc.
I do realise this is a very old macb but I was hoping to keep in going a bit longer

Try shutting down Safari. Then while pressing and holding the shift key launch Safari. This will start Safari in a "clean state". If it then works you had a third party ad blocker or browser extension interfering with the loading of pages.
I have found the answer, so simple. Show pictures was off in Safari preferences
How it happened I don't know.
