Maybe you have an ad blocker running.

Maybe you are running a third party app that claims to protect.

Maybe you are using a proxy or VPN.

It would help us to help you if you provided some context such as device model/year, browser, OS version, what site, etc.

Try shutting down Safari. Then while pressing and holding the shift key launch Safari. This will start Safari in a "clean state". If it then works you had a third party ad blocker or browser extension interfering with the loading of pages.
