Cannot Restore my iPhone

When installing the new iOS update for my iPhone XR, iOS 13.3.1, my iPhone never turned back on. It just stayed on a flashing Apple logo. When attempting to force restart my iPhone, it showed an image of a lighting port connecting to a laptop and on the phone it displayed a link: support.apple.com/iphone/restore . When trying to restore it on my Mac Computer using iTunes updated to 12.8.2.3, it said to restore my iPhone. When I tried to restore my iPhone it said "The iPhone could not be restored. An unknown error occurred (4013). What do I do?
