“cellular update failed”

Hi, since updating to iOS 13 my cellular updates have failed (didn’t even know this was a separate update until it “failed”). I am using an iPhone 6s Plus and it’s been working great until now. I tried everything, including taking it to Apple (they said the don’t know how to fix it) - please help!

Contact your Carrier (Cellular Service Provider) The agency who issued the SIM to you

Carrier Update (Required): Released by your Cellular Service provider (Carrier Update), affects your Outgoing / Incoming calls, SMS, Data etc..

How to Update Carrier Settings

You can manually check for and install a carrier settings update with these steps: Make sure your device is connected to a Wi-Fi or cellular network. Tap Settings > General > About. If an update is available, you'll see an option to update your carrier settings.
