iOS 13.3.1Upgrade lost contacts and can’t resurrect via iTunes

Upgraded iPhone to iOS 13.3.1. Downloaded some music to PC and synced iPhone via iTunes. All my contacts appear to have been lost. Synced via iTunes again this time telling iTunes to replace all contacts on iPhone - still no contacts. NB contacts are synced with Outlook, not iCloud. Backups to PC, not iCloud.

iPhone 7, iOS 13

Could not solve this - iTunes refuses to copy my contacts from Outlook to iPhone. Tried all sorts of workrounds - finally had to export contacts from Outlook to .csv file, then import to iCoud account in Outlook, and change iPhone to sync via iCloud. Not what I wanted to do at all, but at least I've got my contacts back.

I manage the testing of IT systems for a living. If we were to let stuff like this get out into a Production environment we would, quite rightly, be in serious trouble. Why can't Apple get it right?
