My daughter has looked his Apple ID and recovery email address is the same. Apple sent recovery email to the same account. How can I retentive my account ?

My daughter has looked his Apple ID in his iPad due to the wrong password multiple entries. When I go to the Apple store website for the recovery. They send the recovery email to the same address which is blocked.

secondly the security question are also not working accurately. Is there any other options to unlock the Apple ID ?
