Use a managed deployment. Do not use personal AppleIDs on company devices. Apple offers Apple Business manager to centralize and manage deployments of company iPhones and iPads.

The main issue with allowing personal AppleIDs on company owned devices, as evidence by at least one post a week or more to these forums, is employees leaving the company, and their company device is then activation locked to their AppleID (which nobody in the company knows). If the company has kept receipts, they can get Apple to help clear the device, but otherwise, that company device is then useless.

Using a MDM ensures the company retains control of company owned hardware, along with many other benefits is regulating how devices are used.
