Cellular Data Gets Set to On

I was out of the country for a week. To avoid international charges I checked to ensure that my "Cellular Data" in settings was set to OFF every morning. I am pretty sure I checked the morning of the day we left. When we arrived in the US and I looked at my settings "Cellular Data" was set to ON. How can that happen? Could there be apps that switch the settings without warning. I use AT&T on my XR. Thanks in advance for your insights.

Check the cellular data usage on your iPhone and iPad - Apple Support


If activated, Wi-Fi Assist automatically switches to use cellular data when Wi-Fi connectivity is poor. Wi-Fi Assist is on by default. This might result in additional cellular data use, which could incur additional charges depending on your data plan. You can turn off Wi-Fi Assist in Settings.
