Why would Apple ask my children to enter their full Social Security numbers into their phones in order to continue to receive money I send to them via Apple Pay?

Financial transactions are reportable to the IRS.
Apple Pay Cash processes transactions through a bank. They are required to report to the IRS. In order to do that, they need the SSN.
