I am trying to give apps like Skype and zoom access to my microphone and camera but no apps are showing up in the list System Preferences>Security & Privacy> Privacy.

Try opening Finder and Go to ~/Library/Preferences, locate and delete the com.apple.systempreferences.plist file, restart your computer, and then try opening the App you need to add and hopefully it will send you to the Privacy Settings to enable it. I work as a Help Desk Technician and one person just reported a similar issue and the steps above worked.
They had no option to enable the application they needed to use in the Privacy settings.
I noticed the "+" button was missing on my machine as well (Catalina 10.15.4).
From my experience if System preferences is acting wonky, deleting the .plist file may fix the issue. Trying to create a new user account is another good troubleshooting step to test if it's a profile issue. If no resolve then I might try wiping and reinstalling MacOS and start from scratch.

there is no + sign and no way of provising app permissions to contacts, microphone, photo galleries, etc

I have recently started using Zoom during this lockdown time to stay in touch with friends but cannot get it to access the camera. The microphone is ok but I just show as a black rectangle with my name in the space. Why doe it not give me a list of applications that I can give access to the camera? I have no problem using my tablet (android not apple) but cannot do it with my MacBook Pro!!!!!! I have tried many things but nothing gives zoom access to the camera!
Please explain why this is so and has anyone looked into this as abut in the OS?

Has this ever been answered? It is an annoying problem. I want to record with phone booth. It does not recognize my exteral microphone, and when I do the security/privacy thing there is no way to add it to the list of apps to allow to use microphone.
The answer is simple after reading the posts. Launch Gotomeeting app, open Preferences from Gotomeeting drop down menu. Click on Webcam on left hand pane. Check Mac System Preferences Security&Privacy, open Privacy Pane and Goto....should be listed and checked on right hand pane.
OMG thank you so much!!! I did the same mistake when trying to reduce time on the apps. I could no longer take pictures on Instagram and use the microphone on any apps including make videos on WhatsApp. I did what you say and all is working again. THANK YOU!!!

No. I’m using an iPad. And no one has come up with a solution. I have to resort to using a PC for Zoom meetings.
Exactly the same problem. I assume it’s a bug that Apple is ignoring.
