incoming imessage doesnt convert to a text

if i send a text, and the person replies with an imessage i do not get the response. I am missing out on key information because of this. Does apple convert imessage to text if the recipients phone (iphone 8) (my Phone) has imessage turned off?

It's dependent on 2 things...

If you have a Mac or another iOS device with iMessage turned on, it will be delivered to those devices as an iMessage.

If you do NOT have another device with iMessage enabled, the sender must have send as SMS enabled on their device in order for the message to be sent as a text message instead of an iMessage.
