Ever since I've upgraded to iPhone X my tabs are not being shared between my devices. And yes, I tried the checking and unchecking the Safari box in my iCloud preferences on both my iPhone X and MacBook Pro. I have High Sierra and iOS 13.3

I have read that in IOS 13 and in macOS Catalina, Safari data that is synced using iCloud is encrypted. That makes the data incompatible/unreadable by any macOS version except Catalina. You may need to upgrade your OS to get Safari syncing working.

Enable iCloud syncing.
Make sure Safari is selected on all your devices including Mac.
Shutdown/Turn off Mac and all devices.
Start/Turn on Mac and all devices.
Test Safari on your Mac.It may ta a while.
