Fixed.
My start page in Safari on my iPad, iMac and MacBook all showed currently open tabs on the other devices except from iPhone, which showed tabs that had been closed months ago and no currently open tabs. Clearly something was "stuck" in my Safari data in iCloud so I thought I would try reconnecting to see if it would reset my safari data. It did. Here's the steps to the fix:
Go to Settings and scroll to Safari, tap to open.
Scroll down to Clear History and Website Data.
Go back to Settings and scroll up to the top then tap your name (Apple ID).
Scroll down to bottom and tap Sign Out.
Enter your Apple ID password.
Keep a copy of everything except Safari then sign out. This will perform an iCloud sync then take you back to Settings where you'll tap Sign in to your iPhone at the top. Follow sign in prompts to sign back in.
Open Safari and open a couple of tabs.
On your other device, power down and restart. Open Safari and go to start page. The old tabs from your iPhone should only show current open tabs.
