error code -10823

On a new 2018 MacMini and Mojave. When trying to set my default browser Firefox as the browser to open all my .webloc files, I'm told i do not have permission to do this or the file or folder is damaged and am given error code -10823.

I have tried everything in the following article: Resolve issues caused by changing the permissions of items in your home folder https://support.apple.com/en-us/HT203538

Has any one found a fix for this issue other than reformatting the HD and reinstalling Mojave?

Thanks in advance.

I just wanted to follow up with all of you. I finally decided to reformat my MacMini and reinstall Mojave. Believe it or not, this did not work. So I started up again from the internet, erased the MacMini drive several times, then reinstalled Mojave once again. The problem still persisted, so I called back the last Apple Level 2 Tech [but got a new one]. We talked for several minutes, then I shared my drive so she could see the issue I was having. She finally said that she found an article from another Senior Apple tech who she admired for his knowledge and that he had worked a similar issue. His final entry into the report was, "This is expected behavior on Mojave". My Apple Tech said that she was on Catalina and that she could not drag a URL [webloc] to the desktop, Get Info, and change the Open Woth application. She confirmed that it is still in Catalina. My Apple Tech then stated, "Maybe Apple does not want you to be able to make such a charge". I said I have had it with Apple! This issue has wasted so much of my time.

Thanks for your reply. After Get Info where it shows Open With . . . it is greyed out even after unlocking. I have three browsers installed but I cannot change the Open With to any browser because that menu is not changeable. I won't be upgrading to Catalina. Not unlike many recording studios, I use several older 32-bit applications that will stop working in Catalina. Upgrading would be a very bad business decision for us.

Thanks again for your reply.
