Iphone is Disabled
Hi My Name is Morgan and My Little sister Phone is disabled and it’s telling her to connect to ITunes but she can’t remember her Apple ID or password and I am not able to access a computer.

You're going to need all three of those things unless you want to submit a proof of purchase to Apple to have the activation lock remove once you restore it.
