Unknown Notification, Settings

My iPhone SE iOS 13.3.1 Settings has a red "1" in upper right corner of the icon for which I can not figure out what it is trying to tell me. Usually that means an update of iOS is pending but scrolling through everything in Settings fails to find another red indicator asking for attention. iOS is current.

Is there a brute force way to ask iOS of what it is trying to notify?

Killing Settings and re-opening didn't change the notification the way it works with Mail losing proper count. Rebooting iPhone made no difference either.

The only unusual thing to mention is that this phone doesn't have a SIM. Wasn't worth enough to trade so I use as an iPod. However I also do the same with a 7 Plus without this issue.
