Frozen iPhone X

My iPhone X won't unfreeze even after it has had been turned on and off or even a factory reset. It is now frozen on a white screen saying 'Swipe up to recover'. What is the problem?

Force reboot the device - Press and quickly release the Volume Up button. Press and quickly release the Volume Down button. Then press and hold the Side button until you see the Apple logo.
