will a time machine backup copy OS X El Ca?pitan to a new internal SSD

Will a time machine backup of my mid 09 mac book pro copy OS X El Captain to a new internal SSD? Does the new internal SSD need to be formatted first? If so how?

MacBook Pro 13", OS X 10.11

See this Apple article on how to restore from a Time Machine backup. About half-way down the page you will find the instructions for restoring to a new drive.

You will need to first erase the new SSD using Disk Utility. Erase the drive as GUID partition and MacOS Extended (Journaled). Once the drive is erased you can select the "Restore from Time Machine Backup".
