False duplicate IP after reboot, network won't come up after failure

I believe I've found a possible bug in 10.15.3.


We had a power outage last night (hate when that happens) -- it happened a couple of times, brief glitches. When I rebooted the Mac today, the system incorrectly stated there was a duplicate IP for my system on the network. I know this is incorrect as I have maybe 4 systems here and I even tried pinging from another system.


I cleared the local Mac's arp table for that entry and tried to reconfigure again, no luck.


I'm a little puzzled as to what the issue might be. Anyone else running into this?
