Do you mean in your user Library folder? I can't find one in /Library.
I thought SyncServices was deprecated back in 10.7, but it does seem to be updating files in that folder.
My admin.syncdb is only 79KB in my MacBook Pro, and 1.9 MB in my Mini.
You could try moving the Local file to your Desktop and see if anything bad happens. It may just recreate the package.
If you notice something odd, you can try moving the file back.
If no problems, delete the file.

In Library/Application Support/SyncServices/Local when I click on Showing Contents for the Local file. It's 2.14 GB and if it's of no important use I'rather delete it.
