When I connect the iPhone to the MacBook/iTunes with USB the iPhone battery icon flashes on and off and the iPhone beeps with each flash. This began happening when I installed IOS 13.3. The problem persists after installing 13.3.1. I think Synching is occurring but I cannot do a backup.

Working now. Must have been some invisible debris in the phone lightning port. After blowing it out and flipping over the male lightning plug it starting working. Thanks
Try and change the USB port (DO NOT use any USB hub) and/or a different lightning cable. Before testing restart your MAC and your iPhone.
If the issue still persists, check also your charging port for dirt/debris/lint.
