Can't reset security questions

Hi-

Apple is asking for two-factor authentication for some services, which is fine, except for some reason I can't remember my security questions. When I go to reset my questions, they ask me to answer security questions. To reset my security questions. I'm just about ready to lose my mind.

I've tried every "support" link. Honestly, I just need to chat with a support member, as I'm unable to get to a phone currently, but I haven't had any luck there either.

Any help is appreciated.
