Apps won't go full screen in second screen

I have my MacBook pro plugged into a thunderbolt display. The thunderbolt is the primary monitor and the MacBook pro is the secondary monitor.

I am doing an online class with videos built into them and I want to take notes on my primary monitor (Thunderbolt Display), while watching the video in full screen on my secondary monitor (MacBookPro).

If the education portal website is open on Safari in my primary monitor (Thunderbolt Display), I can click the green "maximize to full screen" button in the safari tool bar no problem. If it's in the secondary monitory (MacBook) it just gives me the error noise.

I tested this with several other apps and they all have the same problem, so this is not a Safari specific issue.

How can I fix this?

MacBook Pro 15", macOS 10.15

I believe so? See the screenshots below. I was able to find a work around using the instructions in the link I provided as a response above, but now my problem is that when I set the video embedded within the browser to fullscreen, it won't let me play or pause it. I basically only have the option to maximize and return it to normal size. If I want to play it I have to start it before maximizing. If I want to pause it, I have to return it to the normal size, then pause, and repeat the whole process. Since I'm taking notes on the video, it ends up adding a ton of time to the task.
