Apple ID problem

i tried to download a free app, but got asked to enter my apple id password. i did, and then got asked to update my credit card information, as it has been declined. i do that, and: declined again. i have money in the card and have no unpaid purchases. can someone help? it even prevents me from downloading apps that i had previously purchased with family share.
