Error with iTunes

I recently started using iPhone and I found that my Apple account is in Chinese language and I can’t deal with it since I can’t understand Chinese language and I am trying to change my security questions but I can’t because I got error say that ( we don’t have the sufficient information to change security questions)

With that error message, you need to contact Apple ID Support.

The form is for iTunes, but it will get passed to the ID Support section.
