cant log in to icloud with new email and password

i have a new email and password because my old email is unavailable since i moved. the new log in works on my iphone. However when i tried to access icloud to make changes because my icloud has not worked in over a year, it automatically chose my old email. there was no way to change it on screen. it just said to go to my account and update my email, which i have already done and works quite well on my iphone. how do i log in to iclooud on my pc to make changes in settings.
