Cannot Convert Adult Account to Child Account - Server Error

I am unable to convert an adult account to a child account. The adult account is part of a family sharing group. When following the entire process of changing the birthdate and Approve Request email for the family organizer, I receive the error "Cannot change date of birth. The date of birth for "Name" count not be changed because of a server error. Try Again" I have contacted Apple support twice with no resolve. Has anyone else been successful at resolving this issue?

I tested changing the birthdate to a non child date, and yes, it successfully changes. I then waited a few hours and attempted to change it to my child's birthdate, and receive the same error. I get the message that the family organizer will receive the approve request email, but I no longer receive that email. Logging out and then back into the Apple ID (via web browser) to see if the change request is still pending and its not.

Also worth noting - I attempted these changes while being signed out of iCloud on my child's iOS device (though still part of a family) When I sign back in, and select "Name, Phone Numbers, Email in the iOS menu, the Birthdate is is the newly requested child's birthdate and lists a note below reading "Pending approval from Family Organizer." Perhaps an original request pending status has never been cleared?.....Very Frustrating
