How can I restore deleted photos in iCloud into my iphone

iCloud Photos is a syncing service. If the photos were deleted in iCloud they would also be deleted from your phone and vice versa. They can be recovered from Recently Deleted for approximately 30 days. See: Get help with missing photos - Apple Support
