can Family member buy things out of their own account

My 17 y/o has her own account and I turned family sharing so she can use some of my purchased apps. I don’t want to monitor was the downloads, but I don’t want her to have free reign in purchasing things since it will come out of my account. Is there a way to allow app sharing but not allow purchases to be made? If I turn on ASk to buy, it asks me every time, even when she’s downloading a free app.

If you don't want to pay for purchases of a specific adult family member, you can remove them from your family group or turn off purchase sharing for everyone.

She can buy/redeem iTunes Gift cards to the account. Charges will be deducted from the account balance before the organizer's credit card is charged.
