Is there a way to download my ebooks from my iPhone apps to my Windows 10 computer?

No. iTunes for Windows doesn't have a reader for iBooks. If I recall prior to iTunes 12.7 iBooks could be transferred into the library as with other iTunes purchases, but that is no longer the case.
