I get PDF is a complex format; but I’m not trying to create a form or anything. I just want to see the entire document in the browser, like on a PC using Chrome—or on my iPhone (I have no problem opening the PDF, scrolling through the document, or opening hyperlinks in that PDF using Safari on my iPhone.) I have a hard time believing the first page is visible, but page two is just too complex.

Yes, the two issues are probably related. As I’ve I futzed around, I’ve “accidentally” resolved the issues—without knowing how, so I cannot replicate the “fix”.

So, this is the latest: Trying to resolve the other problem re. hyperlinks, I touch and hold a hyperlink, options appear (of which “Copy” is one), I select “Copy” (not knowing what I’m copying—the URL, the text, etc.), I open a new, select “Paste and Go” (in the address bar), and the ENTIRE document opens. My attempt to fix one problem uncovered a workaround for the other problem.

Silly.

Try double clicking the Home button or swipe up from the bottom of the screen and swipe Safari upwards. Go to Settings/Safari and clear History and Website Data. Open Safari and test.

Given your other current question concerning embedded links within PDF documents, I suspect you have a problem with compatibility of your PDF files with the basic native PDF capabilities of iPadOS.

PDF is a complex (not simple) document format - and not all PDF readers are equal. Comparing your expectations of a Windows PC Application with that of native iPad functionality is perhaps unwise. Choose a full-featured PDF App for your iPad and you might get closer to your expectations of “just work the way it’s supposed to”.
