my phone wont start dropped it in water

That’s bad. Liquid damage, depending on circumstances, can produce internal corrosion.

I suggest that you have your device inspected at an Apple Store or Authorized Service Provider. After checking it out, they’ll give you all the available options.

This is my stock question. What do you need from it? If you don't care about the data on the phone (i.e. you backed it up), you're only long-term option is to get a replacement. It might be possible to get it to work long enough to do a backup, but water damaged boards almost always fail eventually even after repair. They basically only offer replacements for liquid damage. Apple doesn't do board level repair for customer's phones, and obtaining such repairs might affect whether or not you can get a replacement from Apple.
