cancel subscriptions to change country

I have emigrated to a new country, and needed a banking app that was only available in that country. So to change country, I had to cancel my Apple Music subscription (which then promptly deleted the contents of my playlists - the name is there, but no contents) Was so annoying.

Now that I changed country on my iPhone and apple account , my iPad no longer works because its in the wrong country.

Again I am asked to cancel my apple music subscription so it can change country. This can't be right. There must be some way to change country WITHOUT canceling subscriptions to Apple Music....again.
