Has anyone else seen a problem with the payment method failing when you know there isn’t a problem with the card on file

A problem with your card isn’t the only reason for a declined payment. See if https://support.apple.com/en-us/HT203005 helps.

If not your only option from there is to talk to Apple directly: https://getsupport.apple.com
